Its a light pillar, air aloft must be super cold, light from the city refracts(i think) in the floating ice crystals. May be possible with water vapor too I really dont know, but know it happens with frozen.

I had an aunt at 67 years old be in awe looking at the moon at 10am, “the moon isn’t only at night?” She asked…. WHAT THE HELL PEOPLE DO EVERY DAY!?
