

Admittedly, I’ve only made it though like 30% of the documents, but the only reference I’ve seen so far to this photo is noted below. Just want to provide some context to clear up misinformation for people who are interested but don’t have 100 hours to commit to reading handwritten documents from the 50s and 60s.
Letter with the first attached photo enclosed was sent to the FBI in (presumably) 1967:
Dear Sirs:
Would you please comment on the enclosed
picture that is marked with an "X" and return the picture with your reply. Thank you.

FBI response to Robinson on 03 October 1967:
Dear Mr. Robinson:
Your letter of September 27th, with enclosure,
has been received.
The investigation of Unidentified Flying Objects
is not and never has been a matter that is within the investigative jurisdiction of the FBI. I can assure you the photograph you mentioned does not represent employees of this Bureau.
Enclosed is some material relating to the work of
this Bureau which I hope will be of interest to you. Also, the photograph you forwarded is being returned.

The photograph in question has previously come to the Bureau's attention and is known to have appeared in a publication in Europe concerning unidentified flying objects; A caption under the photograph alleges two FBI Agents are leading a person from outer space down the street.

Good work. It’s too damn easy to pass off bs online.
People need to understand the nature of the vast majority of these files.
So This picture appears in a 1959 book on UFOs.
Ray sees it.
Ray sent that photo for the government after seeing it in a book, government took possession of that package and letter and page from book. Since government took possession it is now their property. Since it’s government property it needs to be categorized and stored as a government file. It then magically becomes a US Government UFO fil3 because of record keeping laws.
Decades later it will be released along with all the other files the government took possession off for one reason or another
This is a 1950’s April fools joke photograph from the March 29, 1950 edition of “Neue Illustrierte” magazine. It was reprinted in 1954 in Saucer News newsletter as real (also in many other 1950’s UFO magazines and newsletters). And the little faux alien was dubbed “silverman” and UFO raconteur Robert Coe Gardner copyrighted the “Silverman” photo and sold it for years. You can find it on eBay usually.
