What is that question? Ramses II was a Godking, the highest authoritie there was in ancient Egypt and of course he was represented as such.

looks more like one of the hundreds of lesser Egyptian kings or many other titles they made up for themselves either before or after the age of the pharaohs and his son.

you have to realize ancient Egypt had 31 dynasties of ruling families over the course of 3000 years.
this could even just be a wealthy merchant in the later dynasties
it could show the two kings that had different colored headdresses from up and down river respectively before there were ever pharaohs.
the people who dig these things up make their living telling people the context. nothing is hidden from you, unless you hide it from yourself and stop listening to archeology the second it contradicts the bible about who built the pyramids.
