Are you just noticing? A lot of websites have the same banner. Most of them have had it for the entire shutdown.
At present, there doesn’t seem to be anyone in the Federal government working toward re-opening the government, so this is the foreseeable future. Changing it is going to require a lot more people to get active in politics.
