This video is of the same incident taken by the same person
In this portion of the video you can see the kite, then it pans down to the lights. I have drawn a diagram to make it clear what you are seeing

So we have these 2 “blue plasma UAP” videos in this sub from the last couple of days, and they are of the same object in the same place and it appears to be a light attached to a kite string. There is no anomalous behaviour going on. Feel free to debate me if you don’t believe it.

These have been reported in South America and over the past 20 years, this isn’t our first time seeing to be so dismissive in saying “Clearly a kite”. I’d refrain from making such statements
