I know this gonna sound wierd, but it looks the lighting set off the Alien ship cloaking tech, and then when it moved away it re-engaged it.

its a lens flare from the car’s taillights being picked up as it reverses out of the parking spot. Its movements are 1:1 with the movement of the car.

Car in bottom reverses backwards as the light moves off screen, You can see the back of the car light up so it’s some sort of reflection/flare bounce probably from the police cruisers high beam (if it’s police cctv) I think it more likely just civilian dashcam though.

Lens flare. Looks like it’s from the reversing lights on that jeep. It appears at the exact same time bright white lights appear at the rear of the vehicle and then it moves as the vehicle reverses (and the movements mirror its movements)
