It’s reflections of spotlights from the ground off the clouds.

Just FYI – this was roughly just over the Griffith Park area of LA. I recorded it on the 101 freeway looking towards the southeast. I still am unsure what I saw. I showed the video to a police officer I ran into at the gas station just after this video and he said he had no idea. A few others I showed it to were just as confused.

These are spotlights. The repeated patterns, the spread/size over the clouds, the point of origin in terms of the angle. Spotlights can move if the motion is turned on or stationary in this instance.
About two years ago saw similar lights around Placentia and Yorba Linda in California, but they were moving for like 20 to 30 minutes.
