I could believe the goal of breeding programs is to eventually have every human have some amount of alien DNA in them.
Perhaps for further means of manipulation and control over evolution and human advancements. Perhaps merely another race trying to survive by admixture, the same way modern homo sapiens carry neanderthal and denosovan DNA at times. They might feel breeding with us is enough to carry on the legacy of their own species. not being particularly malevolent, but perhaps not fully understanding the complexity of human social norms and life either.
Unless all life on earth is directly descended from the “aliens,” the idea that their DNA (if it even is DNA at all) would be in any way remotely compatible with ours is absurd.
I mean… we can’t even procreate with basically anything that isn’t human on earth, and everything here evolved along side us. There’s no chance we can procreate with aliens unless we’re also alien hybrids.

I don’t think it’s likely humans can naturally procreate with aliens, but I believe some people have been\are really abducted and their dna/sperm/eggs are used for some purpose.
We’re assuming ETs procreate through physical interspersed. What if it’s more energetic than that? The answer is still yes.
