    It’s not. You’re allowed to explore Antarctica anywhere you want. You do have to make various provisions, get travel visas, and so on. But there are people who do things like ski across Antarctica, climb mountains that have never been climbed before, and so on.

    The claim that it’s forbidden is a lie that’s made up by flat earthers, because they think Antarctica is the edge of the flat earth.

    The reason there is no permanent population is because it’s a polar waste land covered in ice, dark for six months of the year, and incapable of sustaining a human population. Even the penguins struggle, and they’re swimming in the ocean a good deal of the time. The only people who stay there any period of time longer than the tourists are scientists and their support personnel, and they rotate out after a while because it’s a god awful place to live.

    Because there is no way to generate food, you have to ship it thousands of miles, it’s freezing cold, there’s not significant resources that can be realistically extracted.
