It looks like there are lots of white orbs dancing and popping around in and out of the clouds, many look as if they are in front of the clouds but some go in and out of them and some just appear.
I spotted this on live stream More Max Velocity covering current weather conditions in South Western US, across multiple static observation cameras.
There are lots of anomalies every night, across multiple Counties/States, this particular night the most active times were between 12-1am and 3-4am.
I am not affiliated with Max in any way but you should take a look for yourselves to see what's out there, several different forms of anomalies.

The ‘orbs’ stay stationary as the camera moves. Easier to see when you speed up the playback.
I believe these are just stars being periodically obscured by clouds.
