When a trooper with the Texas Department of Public Safety stopped a car near the Mexican border, they found the driver was a sex offender who was smuggling illegal aliens. 

Kris Romar Hall, of Killeen, was arrested January 31 for human smuggling, according to a statement from Texas DPS Lt. Chris Olivarez. He is a convicted sex offender who was allegedly smuggling three illegal aliens at the time.

A Texas DPS trooper stopped a Honda CR-V in Maverick County overnight, the video shows. He examined Hall’s identification, then looked in the back seat – where he found three illegal aliens. Troopers put Hall in handcuffs and sat the illegal aliens down on the curb.

Hall was arrested and charged with “smuggling of persons,” according to the statement. Law enforcement handed off the three illegal aliens to Border Patrol. 

Hall was convicted in 2007 for three counts of “oral copulation” with a victim under age 14, according to the Texas sex offender registry. He reportedly violated two statutes under California Penal Code 288a, and was sentenced to “incarceration.” 

Hall was a resident of Killeen, Texas, and was registered with the Killeen Police Department in November 2025.

The Dallas Express reached out to Texas DPS for comment, but did not hear back in time for publication. This article will be updated accordingly.
