Was walking and saw this flashing very brightly at me and rotating. First thought was a drone or a balloon, but it stayed in place for some time before heading north / east. The problem is that it was in the flight path of La Guardia airport and drones are strictly prohibited. Looked at flight radar 24 and it wasn't a helicopter, either. I figured it must be a balloon, but then it entered the clouds and was still shining light.
