Ross’ logic is that James Fowler’s technology is so successful that he’s contracting his services to the DOD?

This just means they were looking for funding and no one believed them or wanted that heat. I can’t say if they were legit or pulling some shit because there wasn’t enough proof or evidence.
At this point I say the mummies have more credibility.

Not enough details as to what Skywatcher even was, but now it’s just going to perpetuate a mythology some mystical radio frequency attracts UFOs. The guy could be contracted as an IT guy, or a radar operator, who knows. I know what people will assume though.
Nevermind that it didn’t seem like Skywatcher even implemented the slightest of a control group to compare what they claim was happening. The most obvious thing was:
1 – Show up at the spot for two weeks and monitor things in general that come through the skies regularly. Find nearby weather stations, track stars, satellites, and planes with open source apps. See what shows up.
2 – The next two weeks, launch balloons, drones, fly a small place, etc and take video long range to establish how it looks as a control.
Compile that data with videos on what shows up, and how standard things look. Then apply whatever the dog whistle or whatever they called it was and compare the occurrences.
None of that happened, and it looks like its just going to be yet another failed venture that made promises that they’ll claim some vague success story until the next project/grift comes along.

Hilarious.
So this “technology” can’t be talked about because it’s now top secret.
What DoD department does it belong to now? We’ll never know.
Frankly I think it’s all BS. The tech never existed/worked and there is no DoD contract
