If they are advanced enough then they should know that they must use primitive technology to communicate with us. They not doing that means they do not want to communicate.

Rubbish headline. Of course they could be. They could also be really upset by all the South American tellenovellas and old episodes of friends that we have been transmitting for 40 years.
The communications tech that we have available is probably about a generation away from what it needs to be to work with interstellar signals of a more complex nature
