BRUSSELS— Seven months after securing an initial budget to jump-start a European intelligence, surveillance and reconnaissance (ISR) service, the European Space Agency (ESA) is about to receive a list of what the future users of the service want from it.

ESA received 166 million euros ($196 million) in subscriptions for what ESA calls its European Resilience from Space Element 1 program at the agency’s November 2025 ministerial conference. To give European defense authorities more time to sign up for it, ESA left the subscription window open until November 2026 . . .
