In March 1962 General Lyman Lemnitzer, Chairman of the Joint Chiefs of Staff, presented a signed memorandum titled Justification for US Military Intervention in Cuba to Secretary of Defense Robert McNamara and President Kennedy. The document is not speculation. It was declassified in the late 1990s by the JFK Assassination Records Review Board and is available through the National Security Archive

Kennedy rejected every proposal. He subsequently removed General Lemnitzer as Chairman of the Joint Chiefs of Staff

Twenty months later that man was assassinated in Dallas.
