LEO constellations are becoming central to Earth observation, connectivity, navigation resilience, security, and climate services. At the same time, global demand and manufacturing standards are evolving rapidly.

To remain competitive and sovereign, Europe must be capable of scaling up satellite production volumes.

ESA’s General Support Technology Programme (GSTP) has opened a Request for Information (RFI) to industry as part of the Mid‑size LEO satellite INDustrialisation (M‑IND) initiative – an effort aimed at strengthening Europe’s competitiveness, industrial capacity, and technological sovereignty in the rapidly expanding LEO constellation market, in line with ESA’s 2040 Strategy objectives on Competitiveness, Industrialisation and European Sovereignty.

The M-IND initiative

The M-IND initiative’s core objective is to increase production capacity to reduce cost and lead- time, enabling Europe to deliver next generation missions quickly and affordably.

By scaling up European production capacity for midsize LEO satellites, reducing manufacturing costs and shortening lead times, this initiative supports ESA’s broader objectives to ensure a robust and future ready European space manufacturing ecosystem.

The focus is on enhancing industrial capability in key areas such as:

LEO constellations

Mid‑size satellites

Recurring platform sub‑systems

Equipment and payload modules

Scalable industrialisation methodologies for institutional and commercial missions

M‑IND is driven by market perspectives and the programme needs of ESA Directorates at the forefront of constellation development, including:

Earth Observation

Navigation

Telecommunications

Industrialisation within GSTP

GSTP plays a central role in supporting industrialisation processes, technology adaptation, and supply chain readiness. The M-IND RFI is launched within the GSTP Building Blocks framework.

Priorities for M-IND activities:

ESA will prioritise activities as follows:

Very High: Equipment not currently available in Europe at industrialisation level or requiring Europeanisation of the supply chain.

High: Adaptations that benefit multiple integrators, improving mission capability and reducing cost and lead time.

Medium: Adaptations benefiting a single integrator (e.g., as part of a vertically integrated architecture).

Low: Adaptations targeting saturated or low demand markets.

Who should respond to the RFI?

ESA encourages responses from stakeholders involved in the development, integration, or industrialisation of mid‑size satellite technologies.

This could be suppliers of:

Platform sub system equipment

Modules suitable for platform sub systems

Payload related modules

System integrators working with relevant equipment and modules

All outline proposals will be evaluated against:

GSTP Building Blocks eligibility criteria

M IND activity priorities

Contribution to European technological sovereignty

Broader stakeholder benefits

Market demand

Full end-to-end cost and lead time considerations
