Politicians don’t use direct language, unless it’s something they’re sure of. They’re specifically trained not to. I think the answer would have been “aliens are most likely real”, “I believe aliens are real” or “aliens are probably real” for his statement to be true.
Regardless, people will process what’s said within their understanding of the universe, or what they’re willing to know about the universe. I would recommend not getting too caught up on how people interpret what’s said about the topic. What I’ve learned is that If people aren’t ready to hear it, they physically can’t
