I don’t understand what I saw? A city in the sky?

Hey yall just joined this group today and really trying to understand what I witnessed a few days ago. I was driving home and noticed these lights in the sky. At first it was three then it became four and then became five. I thought maybe it was drones flying around so I pulled over to watch and they all stopped. I got out of my truck to take a video and then took a photo with my phone. When I looked at the photo it looks like there is a city in the sky. I don’t know what I’m looking at here.
