While watching More Max Velocity as it scrolls through different static cameras in multiple areas of current storms, I started to notice a lot of anomalies on many of the cameras, this one I couldn't really believe what I was looking at, there's nothing above the building as I have been back to the stream in daylight to check.
There are many anomalies on here, three orbs near the big object pop in and out, the sky at the other side of the tower block, lots of activity and one jumps in pretty close, will post that video on my own sub.
The object just hovers with no visible form of propulsion, looks like it has a shield.

I saw this in Alaska..
That looks very much like a stratospheric detonation. Maybe a rocket launch gone wrong?
What is “Carter state”? I’m from Canada, and have no idea what that might be. I asked around, no one else had an idea either. Is this a local term?
